Which of the following most accurately describes the problem?

• In a letter to the Western Traffic Area LA Mr. J. R. C. Samuel-Gibbon, in Bristol on Tuesday, Mr. E. E. Thatcher said that he no longer proposed to pursue his application for a change from a B licence to an A. He would change his application to an unrestricted B within a radius of 50 miles.

He pointed out that it would be hopeless to apply for an A licence because he claimed a ring of operators existed to oppose his application. He regretted he had no cash to pay for a solicitor to represent him.

Mr. J. R. C. Samuel-Gibbon expressed concern at the contents of Mr. Thatcher's letter. He assumed the ring of operators that Mr. Thatcher referred to was the Road, Rail Committee, an unofficial body set up to discuss applications.

The applicant has obviously taken exception to the committee and I need say no more about that", said Mr. Samuel Gibbon.
