Which of the following most accurately describes the problem?

A NEW SERVICE, the first of its kind, started recently for the movement of industrial coke from National Coal Board coke ovens at Derwenthaugh and Norwood on Tyneside to a private terminal at Wakefield. Specially adapted rail wagons carry Cobra Containers in 400-ton train loads to the terminal where the containers are transferred, by fork-lift trucks, to purpose-built tipping semi-trailers to complete the delivery by road in the Wakefield area.

Pioneers of the scheme in collaboration with BR were Terence Battye, a coke factor, and Harry Broadbent, a road haulage contractor. A new company, Cobra Containers Ltd., was formed to operate the service and steel containers were specially built to BR requirernents and to enable tipping to be carried out by road vehicles.

"Getting this first-ever project moving has meant close co-operation between ourselves, British Rail and the National Coal Board", said Mr. Battye. "It has been first-rate all along the line."
