Which of the following most accurately describes the problem?

THE NUMBER of goods vehicles of over 28 tons gross vehicle weight on operators' licences in this country more than doubled between 1973 and 1978.

John Horam, Under Secretary for Transport, reported in the Commons last week that the numbers, in thousands, had been: 1973 44.8, 1974 55.8, 1975 66.7, 1976 73.7, 1977 86.5 and 1978 94.0.

He pointed out that the figures for the last two years were for vehicles over 28 tonnes and therefore included those which fell between 28 tonnes — 27.56 tons — and 28 tons.
