Which of the following most accurately describes the problem?

GLOBAL LOGISTICS firm DHL Express is giving its local managers the right to boycott certain areas if they feel the safety of their drivers is at risk.

However, a spokesman denies national press reports suggesting that the firm had introduced a delivery blacklist of up to 24 crimeridden postcodes in the UK, despite being able to deliver safely to towns in Iraq and Afghanistan.

The postcodes are reported to include Canning Town in London and parts of Birmingham, Liverpool, Glasgow and Manchester.

"There is no secret blacklist," he stresses."Occasionally our manag ers take the precaution of not delivering to an area for a week or so if the drivers are concerned about their safety.

"The areas involved change all the time but these are rare occurrences. It is done for the safety of our drivers who have occasionally been the victims of attack during deliveries."

However, Alan Savage, the chairman of the National Courier Association, is surprised by DHL's policy:"Everyone has had their van broken into at some point but I haven't heard of any of our members declaring certain areas no-go."
