Which of the following most accurately describes the problem?

• A Vehicle Inspectorate blitz on drivers running in and out of Derbyshire quarries has netted 23 drivers and owner-drivers. Eleven drivers have been ordered to pay fines and costs totalling £4,235 by Buxton magistrates for falsifying tacho charts.

A further 12 drivers and owner-drivers are to appear before magistrates in a fortnight's time.

Prosecuting for the DOT at Buxton, John Heaton said the drivers tampered with the circuits of their tachographs.

Last October a team of traffic examiners carried out investigations at the RMC Roadstone Quarry, at Doveholes, and the Buxton Lime Industries Quarry at Tunstead Works, Waterswatlows.
