Which of the following most accurately describes the problem?

NEW arrangements for International "occasional" coach services start next month. Parts two and three of the Agreement on the International Carriage of Passengers by Road by means of Occasional Coach and Bus Services (ASOR) come into force for EEC countries and Finland, Norway, Sweden and Turkey on July 1, and for Spain on November.

One of the changes is the introduction of a new style, A4 format, passenger waybill. Books of the waybills, at £4.60 for each book of 25, and more information on the ASOR rules are available from the Bus and Coach Council in London.
