NTY-NINE hauliers who applied to the Northern LA in Newcastle this week to change their insulated tippers from Contract A to B licences were criticized for submitting incomplete applications. LA Mr. J. A. T. Hanlon said every consideration had been given to the applications to get them before him as soon as possible— then the hauliers sought to amend them.

For the applicants, Mr. G. N. Robson submitted that the amended version—"Dry and coated materials (including asphalt) for the construction of roads and buildings for Slater and Co. (Limestone) Ltd., and Slater (Redmires) Ltd., and Lime and Trinidad Co. Ltd., within 100 miles of Durham" —was a much narrower set of conditions than those originally published.

Twenty-seven Aand B-licensed hauliers lodged objections. So did British Railways.

Mr. S. J. Phillips, Slater Group transport manager, said they owned eight quarries in Durham and Northumberland but the applications wer in respect only of their quarries at Frosterley, Forcett and Marsden. In 1964 with Lever and Trinidad they had entered into an agreement whereby the latter company installed coating plants at the quarries for which they supplied the roadstone. Slater undertook to arrange the haulage for both companies but in January 1967, due to accounting difficulties, ceased to carry for Lever. Thus the 29 vehicles under contract to Slater could no longer work for Lever.

If the vehicles were operating under Blicence, said Mr. Phillips, they could work for both companies and be fully utilized. Due to day-to-day fluctuations in their business caused by the weather, changes occurred from load to load. There was a great shortage of tippers for the quarry work and their transport companies brought 10 A-licensed eight-wheelers from the Yorkshire traffic area in the last three weeks to cope with the demands.

Replying to Mr. B. G. Montgomery, for the objectors, Mr. Phillips said that the vehicles operating under Contract A were paid the same rates as other hauliers.

After an adjournment Mr. Robson told the LA that the following change in operating radius had been agreed: "From and within 50 miles of quarries at Forcett, Frosterley, Marsden, Newlandside and Rogerley".

Granting the 29 applications, Mr. Hanlon said that this would be subject to the customers giving an undertaking that they would not obtain any more Contract A licences without publication.
