has submitted to the Economic Commission for Europe a draft convention for the international transport of containers under Customs seal. In essence it is almost identical to the TIR system, enabling sealed containers to cross frontiers without payment of taxes and duties.

The containers must satisfy technical conditions set out in an appendix. The doors must have rectangular plaques. Marked "TIC" in bold yellow characters on a green background and the plaques must be made in such a way that Customs authorities can seal them.

A feature of the new proposals being considered is that the documentation would be much simpler than the TIR system. The basic document is a TIC label or tag which, it is suggested, could be attached to the consignment note, provided that the documentation provides details of the weight and dimensions of the container and the gross value of its load.
