Which of the following most accurately describes the problem?

Periodic training should be driven by insurance companies' desire to reduce the amount they have to pay out because of under-qualified/under-experienced (or just bad) drivers. They know who is filling out their accident forms on a regular basis, who is costing them and the industry money and its reputation.

The only reason we will have the Driver CPC is because a European directive tells us we most, and there is nothing anyone can do to prevent (or change) this.

So what about periodic training for MEPs and chief executives of the Driving Standards Agency?
