PORTSMOUTH City Council is to carry on with its plans to prevent the transit of animals (other than breeding stock) through the port at Portsmouth by trying to introduce a public bill.
The Speaker of the House of Commons ruled that a private bill could not proceed (CM, February 16) and the council has therefore pressed for a public bill which would need support from an MP.
