I AM CONVINCLD that South Eastern and Metropolitan Traffic Commissioner (To Philip Brown (above) has lost the plot (`Haulier granted licence despite past offences' CM 2 December).

It is a few months since I wrote about views on low tolerance for phoenix companies (`You should only get one chance to get an 0-licence' CM 19 August) and I also do not tolerate had maintenance standards It may be alright to persuade a TC that you have turned over a new leaf, but with 126 drivers' hours and tachograph infringements I think these people in this case are taking the piss.

How was Philip Brown persuaded? Who in his right mind would allow these people on the road?

Is the 0-licence system so transparent that everyone says to themselves -We will be OK because we will just persuade the TCs that we are OK"? Why bother having a code of practice, or why bother with an 0-licence?
