Which of the following most accurately describes the problem?

They're not about to change their minds just because it's Christmas, but should we really consign 1993 to "that great dust heap called history"? Or will it be seen as a landmark year in road transport? Commercial Motor is now entering its 89th year of reporting on road haulage and our archives reveal that hauliers have always found much to complain about—notably rates—but this year, fired by television images of blockading French hauliers, more UK operators than we can ever remember seem prepared to back up those complaints with action. But talk of blockades or go-slows is meaningless as long as the industry remains fragmented.

The two major trade associations don't have enough members between them to claim a mandate for acting on behalf of the industry as a whole. Operators who bother to join the associations complain about their lack of bite; the silent majority of truck operators remain on the sidelines,uninspired.
