Which of the following most accurately describes the problem?

SUGGESTIONS of a fighting fund to help hauliers ride out prolonged industrial action have been rejected by the industry as being "impractical." The idea came from Transport Minister William Rodgers' Private Secretary Sir Peter Baldwin during one of a series of meetings between the Government and the industry.

A Department of Transport spokesman told CM that the fund would have been designed to allow the smaller men to be helped by the bigger hauliers in the event of action being taken by employees.

But he made it clear that there was no suggestion that Government money should be used to finance it. The fund would be generated from within the industry and administered by it.

It is thought that the idea of a fund was also aimed at helping employers to fight off pay claims that exceeded the Government's 10 per cent limit.

Road Haulage Association spokesmen added that they thought the suggestion was totally impractical because of problems in administering the money and proportioning contributions.
