Which of the following most accurately describes the problem?

THE LiBERAL DEMOCRATS say trucks should be charged for using motorways and trunk roads so the money raised can be spent on rail-freight infrastructure.

The party's plan for a zero-carbon transport system by 2050 includes introducing a distance charge on road freight, related to weight and emissions, as an incentive to make the modal shift. It estimates this could raise at least £600m a year.

Shadow Environment Secretary Chris Huhne says: Our solution is to charge for of road freight, rather than saying we need road freight and rail freight."

A Department for Transport (DfT) spokesman says: "Rail freight continues to grow in this country, with the amount of freight moved by rail up 45% in the last 10 years.

"We are supporting rail freight where it offers the greatest benefits," he adds. "This summer the DfT announced £44m funding for rail freight, which will remove more than 2.1 million truck journeys from Britain's roads over the next three years."
