Which of the following most accurately describes the problem?

BUS SERVICES will be reduced in Sheffield next month because of a shortage of bus crews.

At a meeting of the South Yorkshire passenger transport committee in Barnsley recently, Mr N. MacDonald, director-general of the PTE, said that there were vacancies for about 150 drivers and 50 conductors in Sheffield at the moment. The situation was further hampered by more staff resigning than could be recruited.

He said that in emergencies crews could be transferred from service to service, but off-peak Saturday night services were still 40 vehicles short on cross-city routes.

Mr MacDonald added that the Traffic Commissioners would first have to grant permission before services could be withdrawn, and when this happened can cellations would be pub, lished to help passengers.
