Which of the following most accurately describes the problem?

YORKSHIRE Traffic Cornmissioners last week refused an application by NBC sub

sidiary, East Yorkshire Motor Services Ltd, of Hull, to increase bus fares by between lp and 4p.

The chairman of the Comm issioners, Mr R. S. Thornton, said the application exceeded the limit of the Price Code by £34,000.

East Yorkshire Motor Services wanted to raise all fares up to 9p by lp, with a 2p increase on fares berween 10p and 16p and up to a 4p increase on fares of 18p and above.

Mr Thornton told the applicant company that he felt that the lower fares should not be increased.

It was then suggested that they should be levied on the higher fares.

In support of the application, which received objections from Beverley Borough Council, Holderness District Council and North Wolds District Council, Mr C. Miller, secretary , of the company, said that increased over heads and operating costs had brought about a situation where East Yorkshire Motor Services would face a deficit of around £45,000 in the current year and £103,000 in a full Financial year.
