Which of the following most accurately describes the problem?

DROPOSED maximum noise levels laid I down by the Ministry of Transport as a basis for future legislation are meaningless to the general public. This opinion has been expressed by the Highways and Vehicles Committee of the Road Haulage Association, which has asked the Minister to arrange a demonstrationto help form a judgment as to whether the limits he proposes for commercial vehicles are reasonable. The committee agrees that excessive noise is undesirable but suggests that the nuisance caused by commercial vehicles has often been exaggerated.
