Which of the following most accurately describes the problem?

NiTINUTES of a recent meeting of IVINo. 5 Regional Committee on Fares have just been circulated by Mr. 0. C. Power, convener and chairman. The committee decided that operators should have facilities for issuing regular reduced day-return fares on express services and/or for special events, particulars of the latter to be sent to the Traffic Commissioners a calendar month in advance.

• It was unanimously agreed that, where the railway companies intend to introduce a fare less than a day or half-day fare, road operators should be allowed to charge a similar rate. It was also unanimously decided that the scope of the fares committees should be extended to include all fares, and that a Regional Fares Committee, subdivided, if necessary, into sub-committees, should be set up in each Traffic Area. All Regional Fares Committees should, however, continue to be co-ordinated by the Central Committee.
