Lappin, who runs a timber merchants' business in Rutherglen, was applying for the renewal of an 0 licence before the Scottish deputy LA when he said his own drivers

carried out routine maintenance checks on their lorries because he did not trust the standard of workmanship in many commercial garages. Mr H. Aylmer, the deputy LA, told him, however, that the licence could not be renewed until he gave an assurance that his lorries would be serviced at a garage.

When questioned about the servicing of his vehicles. Mr Lappin said his own drivers did daily maintenance checks. But Mr Aylmer said that he did not consider the drivers competent to do these checks and this was backed up by a DoE examiner.

After the decision Mr Lappin said: "It is my opinion that the Licensing Authority should look into the servicing of commercial vehicles by looking at these garages. I just feel that the standard of workmanship in commercial garages at the present time leaves a lot to be desired."
