Which of the following most accurately describes the problem?

WITH reference to the details given Ylf above, since January 29, the M.O.W.T. has beefs in consultation with the Finance Panel of the S.J.C. concerning the hire rates to be paid. Agreement was reached, and acceptance by the ind'u'stry of these rates is being recommended by the S.J.C.

The Minister and the S.J.C.. are appreciative of the spirit in which the negotiations have been conducted, and are gratified that it has been possible to reach agreement.

Particular attention is drawn to the following points:—

(1) Payment -is on a 52-week basis (subject to provisions regarding nonavailability) .

(2) In addition to the standing and mileage rates the following actual out goings are reimbursed or borne by the Ministry, namely (a) Wages of drivers, attendants. shunters and _loaders (including insurance. overtime, subsistence, etc., and an allowance to cover Employers' Liability) ; (b) Fuel (excluding lubricants) ; (c) Road Fund Tax ; (d) Insurance of vehicles and goods in transit risks, including. excess, if any.

(3) Where a vehicle is laid up the reduced payments do not apply until one month's notice has been given by the Ministry. The maximum reduction does not apply until all the hired vehicles of an operator are laid up.

Trailer rates are in course of preparation.
