Which of the following most accurately describes the problem?

in the Midlands, denied at Birmingham last week that they could not obtain sufficient vehicles for their needs because they paid low rates.

The West Midland deputy Licensing .Authority was hearing an application by Willmott Haulage Ltd. for an eightvehicle B licence to carry road-making materials for Leigh within. 35 miles.

Mr. Roger Morgan, giving evidence for Leigh, said that his firm was always short of vehicles. He said that on one occasion 48 telephone calls had been made in one day to order transport for the next day. but it was still not possible to obtain enough vehicles. He claimed the reason for the difficulty, was that the hauliers themselves were heavily committed.

After some discussion as to whether Mr. Morgan was in a position to answer questions on rates which Mr. Norman Carless, appearing for the objectors W. R. Ingram Ltd., of -Birmingham, and Male and Son (Pennsett) Ltd., wished to put to hint, the deputy Authority, Mr. R. A Hall, adjourned the case.
