Sons is calling on the Road Haulage Association (RHA) to help clamp down on foreign hauliers working in the UK.

Company director Colin Frost has documented domestic haulage from ports on the east coast of England carried out by 58 East European and Dutch vehicles registered in Poland and Lithuania and driven by Eastern European drivers. Frost says these vehicles are hauling roll-on, roll-off (RO-RO) trailers that arrive unaccompanied from mainland Europe.

"The RHA says there is nothing it can do because these movements are classed as 'intermodal'. But I don't believe hauling trailers is intermodal," he adds.

The trucks are all two-axle tractors with about 1,500 litres of fuel, according to Frost. "They work here four to five days, go to the Continent with their trailers, refuel, deliver and reload, return to the UK for delivery then divert back on to unaccompanied trailers for the next four days."

In the past two years, H Frost has had to slash its fleet from 20 to 11 vehicles as a result of foreign competition.

RHA director of policy Jack Semple says the RHA is pressing for more clarity on the rules governing cabotage, but "strongly opposes" European Union proposals to allow three domestic journeys within seven days of entry.
