Which of the following most accurately describes the problem?

Denmark are using the Eurovignette system which applies to all CVs with a GVW of over 12 tonnes, regardless of whether they are carrying loads or not. Charges must be paid by the vehicle's owner, hirer or leaseholder. They are, with the driver, jointly responsible for paying the tax, which can be done at petrol stations, motorway service areas and tax collectors' offices.

Charges depend on factors including the number of axles, distance covered and emission classification. Eurovignettes can be bought for a day, a week, a month or a year. For example, a one-month vignette for a three-axle Euro-3 truck costs €75 (£51); a one day vignette for the same vehicle costs €8 (E5.50).

Austria's motorway vignette system was replaced in 2004 with a device called the Go-Box, designed to electronically collect tax on all the country's motorways and trunk roads. This small box must be fitted to all CVs of 3.5 tonnes and above; it sticks to the inside of the windscreen.

Payments can be made before or after the journey; regular checks are made by mobile units and at traffic control points and toiling points. Prices range from €0.130 to 0.273/km for two to four-axle trucks.

Bulgaria has a similar system to the Eurovignette; vignettes can be bought for a week, month or year. They are compulsory throughout the national road network except in urban areas.

II you've ever driven along down a German autobahn in a de-restricted section and been taken aback by what looks like a speed camera, don't panic; it's just Germany's answer to the Eurovignette.

The gantries along the motorway mon ftor trucks and charge them for the distance travelled. This technology distinguishes between number of axles and emission standards, For international hauliers it pays to buy Euro-5 trucks; unlike the UK authorities, the Germans encourage greener trucks with lower road charges.
