By mid-1988, it is planned that all member governments will implement a directive proposing cuts of 20% in polution by nitrogen oxide and carbon monoxide, and 30% in hydrocarbon.

EEC officials say the reductions will add only 1% to 4% to manufacturing costs and that the impact on operating costs will be "negligible".
