Which of the following most accurately describes the problem?

• Wearing of seat belts outside built-up areas in France becomes compulsory on July 1 in vehicles first registered after April 1 1970. This ruling applies also to drivers of commercial vehicles.

In addition, a speed limit of 100 kph (62 mph) is to be enforced an all roads except motorways and those roads on which a limit of 110 kph (69 mph) already exists.

And in this country Mr John Peyton, Minister for Transport Industries, has invited interested organizations to comment on ways of intensifying the use of seat belts, including the desirability or otherwise of compulsion. Seat belts are at present fitted to light goods vehicles registered on or after April 1 1967.
