An unlicensed driver caught behind the wheel—despite being banned 10 times—has been ordered to pay £570 in tines and costs.

Michael Keogh, of Preston, pleaded guilty to driving a 7.5-tonner without a licence; failing to produce his previous tachograph chart; failing to ase a tachograph chart; driving without insurance; and to two offences of obstructing a traffic examiner.

He appeared before Macclesfield magistrates after a warrant had been issued for his arrest He was fined a total of .2500 and ordered to pay £75 prosecution costs.

Keogh's employer, A&A Casuals, of Preston, pleaded guilty to permitting the unlicensed driving; to using a vehicle without insurance or an 0-licence; when the driver could not produce a tachograph chart; and when he was not using a tachograph. The company was fined £1,000 with £155 costs.

Prosecuting for the Vehicle Inspectorate, John Heaton said the offences were found when the vehicle was stopped in a routine check at Rostherne in November 1997. Keogh twice gave a traffic examiner the incorrect name and address before his name was established by his employer.

Enquiries revealed that Keogh had held a provisional driving licence in 1974 but he had never passed a test. He had been banned from driving on 10 separate occasions, for a total of 28 years, including a five-year ban imposed in December 1998, together with community service and a 12month probation order, for a drink driving offence. .
