0 n the fashionable rush to install "hotlines" for everything Transport Minister of State, the Earl of Caithness, took a step ahead of his unsuspecting civil servants. During Question Time in the Lords, the good Earl invited . peers, exasperated by too many road cones, to phone the "cone hotline" on 071 276 3000.
Baffled staff answering the number, which happens to be a general Government switchboard, were distinctly cool: "What's that then—did you read about it in a magazine?"
