Which of the following most accurately describes the problem?

It looks like Gordon Brown did just enough to take the sting out of the fuel protests. But judging by your Legal Bulletin on demos (CM8-14 Feb), anyone in the business who got involved in another demo would be sticking his neck way out.

I'm thinking of the warning in Legal Bulletin that even planning a demo that doesn'ttake place could make you guilty of conspiracy, and that could put you in jail. I'm as sick of high fuel costs as everyone else, but not enough to risk my business. JL Randall,

Plymouth, Devon.
