Which of the following most accurately describes the problem?

A specially adapted wheeled platform is now being manufactured by Cayless to facilitate safe access for sheeting to the top of vehicle loads, particularly where the goods are soft. The access ladder is 14ft high and has 22 steps to a guarded platform from which operators can step on to the loads.

Metal hand rails are fitted down each side to ensure greater safety for operators. By using the handles the ladder can be lifted and moved by one map, two castors being fitted at the rear. A jockey wheel is fitted at the front to improve manoeuvrability.
