Which of the following most accurately describes the problem?

ON SEPTEMBER 12 Midland Red applied for variations on its daily Shrewsbury–Edgmond service to allow the extension of certain journeys to Tibberton, a distance of about 2; miles. G. H. Austin and Sons Ltd. objected because they have journeys on two days a week connecting Tibberton with Newport and journeys on another two days connecting with Wellington, both points on the Midland Red route. The case was heard by the West Midland Traffic Commissioners on November 15.

In a letter dated December 4 the Commissioners announced their views and an interim decision regarding the application. The Objectors are now asked to provide weekly details of the number of passengers boarding or alighting from their services at Tibberton together with details of revenue for these passengers and the services as a whole for the period December 11, 1967, to April 13, 1968. Meanwhile Midland Red is to be given special dispensation to operate the proposed extension from February 12 to April 20, 1968, providing it also gives full details of passengers hoarding and alighting at Tibberton, and the revenue attributable to them during this period. These measures have been called for to "test the situation".

The hearing, the letter concludes, will be resumed at a Public Sitting to be held during the first fortnight of April, 1968. The mills of someone grind slowly. . . I
