Which of the following most accurately describes the problem?

A LONDON haulier told Mr. D. I. R. 1-14 Muir, Metropolitan Licensing Authority, in London, on Tuesday, that he had been forced to hire transport while his own lorries stood idle, but the point was taken up by Mr. R. C. Oswald, for British Road Services.

B.R.S. objected to an application by Mr. Arthur Kent, Inniskilling Road. London, E.13, to increase the radius for his six B-licensed vehicles from 10-15 mites. Mr. Oswald observed that earnings of £1,400 for a seven-month period did not indicate full employment of the fleet.

Refusing the application. Mr. Muir said that there was not nearly enough evidence to justify increasing the radius. His decision on another part of the application, to add one more vehicle to the fleet. would be made in writing after an investigation of conditions in the area, he added.

Mr. Kent explained that he was engaged mainly on import and export work—but his 10-mile radius prevented him from going to Tilbury docks.

Supporting the applications. Mr. James Dartnell, Humberstone Road, Plaistow, spoke of difficulty in finding hauliers in the area.
