Which of the following most accurately describes the problem?

• The DOT has accused Road Haulage Association national chairman John Bridge of hypocrisy after he resigned from the Industry Forum.

It released a statement this week comparing Bridge's comments after the Budget in March, which welcomed reductions in VED, with those he made last week criticising the Forum.

Transport Minister Gus Macdonald says: "John Bridge's statement is unfair and a distortion of the truth. The facts speak for themselves. We have been listening to and acting upon the industry's concerns."

But Bridge says: "The Forum was set up to deal with fuel duty and unfair competition. In that respect it has made no progress. I told ministers at the time that VED was not the way to deal with the issue of unfair competition."
