Which of the following most accurately describes the problem?

ANOTHER success was recorded by the R.H.A. observer corps last week. A lorry loaded with radiators which had travelled from Southampton to London was reported stolen on Thursday night last week. It was located the same night by the observer corps set up by the vehicles security committee of the Road Haulage Association.

This observer corps was set up only in July and has already had considerable positive success to its credit in addition to the unrecorded deterrent it has provided to otherwise potential thefts.

Nevertheless, the chairman of the vehicles security committee, Mr. I. T. Brown, told The Cornmercial Motor this week that his committee would welcome the assistance of more operators-

whether A, B or C licence—as members of the corps. He emphasized that their duties would be strictly in the capacity of observers and in no way would take on the role of policemen. Only by an increase of observers could every London street be adequately and frequently patrolled.

Mr. J. T. Brown left by air last night for a btisincss trip to Canada and U.S.A.. in acceptance a an invitation to meet the Automotive Transport Association Inc., of Toronto, and subsequently to similar meetings in Chicago, New York and Washington. He hopes to have a useful exchange of opinions and experiences in vehicle security methods in thiscountry and in America.
