Which of the following most accurately describes the problem?

• A London haulier and two of his drivers have been convicted of fly-tipping thousands of tonnes of building rubble in Stratford, east London.

Stephen Burrell, director of Thamesfleet, and drivers James Smith and Steven Thraves were arrested in January when they were caught fly-tipping by police and officials from the London Waste Regulation Authority.

They had illegally dumped about 8,000 tonnes of rubble in a yard belonging to London Iron and Steel.

It subsequently cost £28,750 to remove the waste.

Snaresbrook Crown Court found all three guilty of breaching the Control of Pollution Act 1974 and gave them suspended prison sentences and fines totalling £2,750.

All three had pleaded not guilty to the charges.

The two drivers claimed they had been told to dump in the yard by Burrell, and Burrell said he did not realise that he needed a licence.
