Which of the following most accurately describes the problem?

• Alpha Transport Co. Ltd., of Kentish Town, London. was last week granted an additional 16ton low-loader to its A licence conditioned: "Contractors plant, machinery, timber and cable drums, GB".

Mr. D. I. R. Muir, the Metropolitan LA, said in a written decision that he had to have careful regard about a grant authorizing the use of these very expensive vehicles. He said he thought it safer therefore to grant the extra vehicle subject to the deletion from the A licence of a smaller low loader now authorized.

The LA noted that Alpha Transport was a subsidiary of J. Murphy and Sons Ltd., building and civil engineering contractors operating throughout the country and with an annual turnover in excess of £10m.
