Which of the following most accurately describes the problem?

ETILLOWING the RHA's decision to -1. postpone—at Government request—its recommended rates increase of five per cent for a month from the original June 1, the National Conference of Road Transport Clearing Houses has this week advised its members to increase their rates by the same figure from July 1.

The Clearing Houses had also decided to watt until the Minister of Labour had confirmed the six per cent haulage pay rise, now due to take effect on June 9. This rise is therefore listed prominently among the reasons leading to the need for higher rates, together with vehicle excise, national insurance, local rates, dearer maintenance, tyres, spares and postage. These, it is said, compel the increase.
