Which of the following most accurately describes the problem?

The allegation that railway companies opposed the granting of an application by a Nottingham haulier for an additional vehicle, when they themselves employ him, was made at a sitting of the East Midland Licensing Authority, last week.

The applicants were Messrs. M. J. Rhodes and Sons, owners of a sandpit, of Nottingham, for whom Mr, L. W. A. White declared that, although the variation sought was to enable them to carry for the railway companies (requiring a B licence), the latter opposed the application. He would have thought the better way would be for the railways not to ask the firm to carry for them. The business of their own haulage (which required only a C licence) and that of transport for other people (calling for a B licence) were inextricably mixed.

Mr. Mayo (for the opposition) queried whether the firm carried for railway companies. Mr. Rhodes assured him that he had horses on hire to the L.M.S., that day, for collection and delivery services. Granting the application, the Authority declared that, if the applicants dealt in anything but sand and gravel he would have insisted on separate figures being produced for the two branches of the business.
