Which of the following most accurately describes the problem?

Keywords : Tires, Tread, Copula, Omission

there was an excellent article on tyre regulations but I think that in explaining the section dealing with millimetre tread pattern depth Mr. Oldridge has omitted the all-important words "excluding any tie bars". In omitting these words, very many makes of tyre are illegal even when they have anything up to 5mm of tread pattern depth left. The Ministry of Transport, I believe, made the same mistake in section 8 of the May 1968 edition of the Goods Vehicle Testers' Manual. I would be glad of confirmation on this point.

AMr. Oldridge writes: "I am grateful to

this correspondent for drawing attention to the omission of the words 'excluding any tie bars'. I do indeed realize the importance of the phrase in this context and can only console myself that I am in distinguished company in making this omission."
