Which of the following most accurately describes the problem?

• The Minister of Transport has dismissed the appeals by Hill's (Tredegar) Ltd. against the decisions of the South Wales Traffic Commissioners. The appeals arose through the granting to the appellant company of road service licences for express carriage services between Cwmtillery and Glascoed. Aberbeeg and Glascoed, and Brinythel and Glascoed until February 28 1969; and the granting to Jones' Omnibus Services Ltd. road service licences for express service carriages between Brynithel and Glascoed. Cwmtillery and Glascoed and Abertillery and Glascoed as from March 1 1969, for one year only.

Both the appellants and the respondents applied for the three services. The appellants had operated them for the Ministry of Defence under successive contracts for some years but the respondents had successfully tendered to the Ministry for their provision for the two years commencing March 1 1968. The Traffic Commissioners decided to grant the appellants' application for the year commencing March 1 1968 only, and the respondents' application for the year commencing March1 1969 only.

The Minister noted that there was no dispute that both firms were reputable and experienced operators of stage services in the area. While noting that there were certain imperfections in the evidence offered in relation to operating costs, the Minister saw no reason to question the Commissioners' conclusion that the respondents' tender was not shown to be uneconomically low.
