Which of the following most accurately describes the problem?

A TWO-TIER road, with the upper PA carriageway 25 ft. above the ground, or up to 65 ft. to pass over a factory. may be built leading west out of London and starting near the Chiswick fly-over. The Minister of Transport is inviting comments from local authorities on the scheme, the first of its kind in this country, which has been put forward with the idea of saving land and the demolition of property.

The upper road would be part of the London-South Wales motorway, and for the first mile of its route would follow the line of the Great West Road, supported by single piers erected along the centre strip of that highway. The remaining half-mile of the motorway

c2 would diverge from the Great West Road, pass over a factory and gradually descend to ground level near Boston Manor Road.

From this point it would continue via Osterley Park as far as the junction with the proposed Slough-Maidenhead bypass, to form a fast route for the rapidly growing traffic generated by London Airport. There would be a spur road to the airport joining the motorway north of Sipson.

The length of new road construction involved is about 124 miles. The Minister will consider local authorities' comments before publishing a draft scheme to establish the line of the motorway.
