Mr. A. E, F. Jones had been refused B licences for three vehicles by the Metropolitan Licensing Authority, and appealed against this decision, His base would be Rornford, Essex, and he wished to carry bricks, rubbish, and clothes for dry-cleaning within a radius of 60 miles.

At the hearing before the Metropolitan Licensing Authority, Mr. Jones, who was discharged on medical grounds from the Forces in September, 1946, attempted to prove that he was a haulier before the war. The Licensing Authority was, however, not satisfied, as it appeared that the applicant's only contribution towards becoming a road transport contractor was that he lent his brother 1:15 to buy a vehicle, That money had been refunded, and, moreover, it was doubtful whether the lorry Was ever even licensed, said the Licensing Authority. The applicant, he said, was trying to create an impression that he was established as a haulier before being enlisted. Mr. Jones denied this. and declared that he was only endeavouring to show that a business existed before the war.

Insufficient evidence of need was produced to justify a grant, said the Licensing Authority, and he dismissed the application.

Appearing for Mr. Jones. Mr. J. H. Tufty answered charges that the application was too ambitious. One vehicle would be required for carrying bricks and rubbish, another for clothing to be taken to cleaners in London, and a third as a reserve, whilst a 60-mile limit was needed as a wide safety margin and was not necessarily the distance that the appellant would normally run. He claimed that such traffic would not encroach on the railway's business, also that no hauliers had questioned Mr. Jones as to whether he would take away any other contractor's work.

The appeal was dismissed.

OBITUARY

MR. DAVID A. FAIRLEY, for many years general secretary of the Scottish Motor Trade Association, died recently.

MR. F. A. LLOYD, managing director of the Blackburn haulage concern of Lloyd Bros., Ltd., died recently, aged 48. He was a member of Blackburn Chamber of Commerce. MORE COMPENSATION FOR MUNICIPAL SERVICES?

DURING the proceedings on the Transport Bill, last week, Mr. A. Barnes, Minister of Transport, said that the Government was willing to amend Clause 7 to give the Transport Commission power to deal with the severance of municipal transport undertakings and with increased overhead charges caused to local authorities. There would be no departure from the general principles of compensation to municipalities, but some additional compensation might be paid, in certain cases, to reduce overheads.

It was not proposed to take over municipal passenger services on any particular date, as they would form part of the area schemes of the Commission.
