Which of the following most accurately describes the problem?

• A Sheffield coach driver who admitted falsifying tachograph charts and breaking driver hours regulations blamed schedules set by his employer.

Paul Young of Ronkesley Crescent, Shiregreen, Sheffield, has been ordered to pay fines and costs totalling 2400 by the city's magistrates.

He admitted three offences of falsifying tachograph charts; three of exceeding 41/2 hours driving without the required break; and one of exceeding nine hours driving in a day.

Prosecuting for the North Eastern Traffic Area, Roy Barlow said the regulations were designed to protect the public from drivers of PSVs suffering from fatigue.

The offences came to light following a routine check on the tachograph charts retained by Young's employer. He had driven 4hr 55min, 6hr 10min, and 6hr 22 min without taking the required break. On 9 May, on an Oxford tour he had driven for a total of 10hr 36rnin.

Young gave evidence that he had been worried by the off ence, and since the events in France his fears had been inflated. He had terminated his employment when he realised he was to be prosecuted, so that he did not have to break the regulations again. The court heard that he was currently unemployed living off credit and was 24,000 in debt.

Fining Young a total of 2340 and ordering him to pay 260 prosecution costs, the chairman of .the magistrates said the fines related to his personal circumstances rather than to the seriousness with which they regarded the offences.
