THE FREIGHT Transport Association aims to grillTransport for London over its plans for a London-wide Low Emission Zone (LEZ) for trucks. The two organisations are scheduled to meet later this week.

TfL has yet to issue anything more than vague plans, but the indications are that it would take Euro-3 emission levels as a benchmark to be applied in every London borough.This would push the LEZ outside the M25.

Cars, which make up 94% of London traffic, would be exempt from the scheme.

Geoff Day, the ETA's engineering policy manager, says that it is likely that individual boroughs will have no opt-out from the new rules: "We have asked how TfL intends to identify Euro-3 vehicles and so far they have no idea. It seems they want the manufacturers to provide a database — but I don't know that one exists.

"There's still no way they can identify a Euro-3 truck from Belgium. for example. I think the overall effect on emissions will be the square root of sod all."

The LEZ is likely to be introduced in late 2007, but the exact rules are not expected before the summer of 2007. This would give the industry less than six months to comply with the regulations.
