Which of the following most accurately describes the problem?

THE BELGIAN Government has allocated BFr.300m (E3.7m) for new works in connection with the expansion of road/rail piggyback traffic. Three of the country's trans-shipment terminals are to be modernised and enlarged.

Over BFr.100m alone will go towards improvements at the Schijnpoort (Antwerp) facility where traffic, including international consignments to France, Germany and Italy, has been growing at an annual rate of 20 per cent.

Other terminals, operated by Transport Route Wagon SA, TRW, at Brussels (Josaphat) and Liege-Bressoux are also to be modernised to meet new traffic demands.
