Which of the following most accurately describes the problem?

AN ANGLO-IRISH consultants' report is expected to be published soon, detailing options for the upgrading of the Belfast-Dublin road between Newry and Dublin.

It will outline options for the route of the dual carriageway but will not specify precisely whether an entirely new route, as proposed four years ago by the Irish Government, or an upgraded version of the existing route, as proposed by Britain, should be used.

It is considered fairly certain that the EEC will provide finance for the project, which will help an area affected by its location on the perimeter of the EEC, but both Governments will also be expected to provide finance.
