Which of the following most accurately describes the problem?

OPERATORS look likely to be included in new Government plans to introduce stricter controls on the disposal of commercial and industrial waste.

It proposes to extend the powers of Licensing Authori ties to take into account any offences committed by the operator under the 1974 Control of Pollution Act, when deciding to grant an operator's liceliee.

This weans if an operator is convicted of illicit dumping

of waste, for example. the (.)licence could be refused if the new proposals become law.

It is part of a series of proposals outlined by Envi ronment Secretary Kenneth Baker in a Commons written reply. The aim is to tighten up waste producers' and handlers' obligations.

All the changes need new legislation and the proposals will be brought forward at an early opportunity, but it is unlikely to be in this current Parliamentary session.
