Which of the following most accurately describes the problem?

IN response to the Ministry of Trans

1 port's proposed regulations for advanced warning signs which may be placed at the rear of stationary vehicles involved in a breakdown, the T.R.T.A. has suggested that if practicable a minimum weight for these signs should be written into the regulations as well as a minimum dimensions specification_ The T.R.T.A.'s concern is that the signs shall be sufficiently sturdy and stable to repel any strong winds that might otherwise blow them over. Whilst this is a matter that can be left safely in the hands of the manufacturers the T.R.T.A. feels that some legal stipulation would he worth while.
