The latest TV appearances by the Secretary of State for Transport when he "'discussedtachographs have added another layer of chaos to an already confused situation. The industry is waiting for a lead in this matter and both sides thought they had got it when Bill Rodgers called on them recently to get together and talk.
This opinion was strengthened when he said in the House of Commons last week that he would welcome voluntary agreements. His TV statement that tachos were acceptable for international work but not domestic has set the thinking back by ten years.
Of course, Mr Rodgers would welcome voluntary agreements, it would take the responsibility for an unpalatable decision away from him. If he waits long enough he will be able to blame the court at Luxembourg for forcing us to obey the law.
The only issue that is clear in this mess is that Mr Rodgers does not intend to damage what looks like a successful political career by taking unpopular decisions. Up till now he has -used a lot of words on tachographs but said nothing. It is make your mind up time Mr Rodgers.
