• Scalia has attacked the proposed changes in lifting-axle regulations as "ambiguous and ill-considered". Under the projected legislation operators running tractive units with lifting tag axles would not be able to lift the axle from January 1991, and manufacturers would not be able to build such vehicles after January 1993.
