Which of the following most accurately describes the problem?

Rates of Wages and Hours of Labour at August 1, 1946" has been cornpiled by tbt: Ministry of Labour. It contains tables showing for various industries the time rates fixed by voluntary agreements between organization of employers and workpeople, or by Joint Industrial Councils and similar bodies, and by Statutory Orders under the Wages Councils Act, the Road Haulage Wages Aka, the Agricultural Wages Acts, and the Catering Wages Act.

The extent to which rates of wages have been determined for different occupations within each industry varies considerably. In some, the agreements or orders fix only a general minimum rate for men and women respectively; in others, rates are specified for a variety of occupations, and in some cases for adults and juveniles of different ages. It has not been found practicable to publish all such information; the Report deals only with that concerning men and women. In addition to the time rates, particulars are given of normal working hours and, where available, of basic rates for piece workers and the additional rates for shift workers.
